Whoa at the first I visited that website, it was like too crowded! So much large fonts!
Negatives:
- Navigation buttons are too clean and does not fit with 3 columns of graphic bars in content area. Try make soft white button or grunge around edge.
- 3 columns with graphic bars, the scanline doesn't seem fit with your layout. Try another pattern and low opacity. I dislike that font and small font in blue bar. Try move text in blue bar to the large bar under heading (it'll look good, I can imagine).
- Dark layout (bottom); Why is there another logo as you already have on the top? I suggest you change them to a good short headline (what is headline? give us a short message what you're writing about under the 2nd logo). I see the 2nd logo is not follow the left align text, the navigation needs move to right and the top logo needs move to left. Best if you use more margin in body or main div because you have full squashy layout. See the below screenshot what I explained about move right/left align:

- At the bottom, the cloud shape looks crazy and the edge is blurry. I know you wanted similar from the top but its enough for both. Use the normal blue gradiant with straight line top edge, no cloud shape ok.
The above are negatives which mean you need to improve. Overall is your layout is cool looking. Make sure you don't use "blur" graphics.

Far to big and the website seems rather incomplete because on my monitor the edge just cuts off because there is no background.
