Question: is it possible to test a 'php contact form' via localhost?,

localhost refers to the loopback connector of the machines network interface card, so PHP running on a "remote server" is ALSO effectively on "localhost"

The form itself will work anywhere that HTML will.

If you are using PHP to generate the HTML it will work wherever there is a server that runs PHP.

If you actually mean "can I test the process by sending messages from my home machine"?
