Default Width issue in Safari & Opera

Here's my page:
http://80.90.199.209/abcaid/index3.html

It displays as it should in Firefox and Chrome, but in Safari and Opera the widths freaks out and fill the whole width of the browser for some reason?

Can anyone shed some light on what I need to do to fix this?

Fix your HTML and CSS errors. (Don't bother fixing the CSS error if it's a browser specific style. Any that aren't, fix them.)
