Default How to Position Image within a Div but above & over other page elements?

How does one position an image so that it shows on top of all other elements within a page? Here is my test page:

What I am trying to do is place that logo so it floats over the top banners, but is still connected to the <div> which contains the text and bullet points. The example comes from many different stabs based on suggestions from the web. As you can see, it seems to work fine except that the "topBar" element shows up over the logo.

Can I achieve my goal with HTML or CSS?

(By the way, yes, that logo image/transparency is wrong; am re-doing properly, but it will work for this question.)

And to repeat my bio, I am not a real web designer, but learn lots every time I work on this. Thanks for your help.
