Default RSS Feed Management

It's really simple to follow feeds in Safari and Mail.app in Snow Leopard.

But what options do Windows XP, Office 2003, Office 2007, Windows Vista, and Windows 7 users have for following feeds without installing apps or plugins?

The reason I ask is, RSS Feed Syndication is trumpeted by Wordpress developers and bloggers, but I've heard of very little adoption; the people I know who use RSS are technical, and not representative of general users.

Out-of-the-box Vista and 7 users can follow them through IE8. Windows Live Mail handles them too -- has to be installed, but it's the default Windows mail application now, so most people will have either that or Thunderbird installed.

Firefox handles them too, and quite a lot of people are using that these days.
